In his nearly thirty-year span of working for Brooks Resources, Kirk has been integral to some of the largest master planning efforts in Central Oregon; Awbrey Butte, Awbrey Glen, Century Washington Center, IronHorse, Yarrow, NorthWest Crossing, Tree Farm, Discovery West—a combined 5,000+ acres of commercial and mixed-use development. During his time at Brooks, Kirk has held the roles of Controller, Chief Financial Officer and currently, President & CEO. Kirk’s leadership has helped Brooks Resources establish long range goals, strategies, plans and policies.
During the City’s 2016 Urban Growth Boundary (UGB) expansion process, Kirk was integral to collaborating with public interest group Central Oregon LandWatch to identify common goals around development patterns, fire resistant building standards, and transportation strategies, which allowed the nearly stalled UGB process to move forward successfully. After the UGB was finalized, Kirk served as the lead organizer of the Westside Infrastructure Group (WIG) that led to a comprehensive development agreement between the City of Bend and west side land owners. Over his career, Kirk has contributed to many governance and policy issues as a member of the Westside Transportation Consortium leading to the lifting of a city building moratorium, as a member of the City of Bend Budget Committee, as a founding member of Building a Better Bend, and as a board member of Economic Development for Central Oregon (EDCO).
Kirk has a forestry degree from the University of Nevada and an accounting degree from the University of Oregon. He currently serves as a trustee of Oregon State University.
